The performance of Polyaluminium Chloride (PAC) is largely determined by its basicity value, defined as the ratio of hydroxyl (OH-) ions to aluminum (Al3+) ions: [OH]/3[Al]. A higher basicity indicates a more polymeric structure with a higher concentration of the highly charged Al13 Keggin polymer structure: [Al12O4(OH)24(H2O)12]7+.

When added to raw water, these pre-hydrolyzed polymeric species neutralize negative charges on suspended particles more efficiently than simple aluminum salts. High basicity (typically 65% to 83%) also means the coagulant consumes less alkalinity in the water. This helps maintain a stable pH during treatment, reducing the need for post-treatment chemical adjustments and lowering overall operating costs.
